Yammer Posts that are not Featured or to All Company communities or Announcements may be removed and replaced in subsequent feed views to give users more dynamic content. The only way to stop user from adding new posts, will be removing the edit permission Here is a User Voice about disabling creating new posts, you can vote and make MS to consider adding this feature.
